My primary responsibility as Land Commissioner is to oversee the disposition of tax delinquent property.  I am proud to say that since I took office in January 2003, over $100 million in revenues have been collected, and some 120,000 parcels have been returned to tax-generating status.  This means that these properties are generating property tax revenues for our public schools, public safety and road improvement in every county in Arkansas.  The original owners redeemed the majority of these properties.  This is due to the exemplary effort our staff puts forth in notifying the owners of their tax delinquent status.

Although a primary focus, tax collection on delinquent properties is only one of the many responsibilities of this office.  Historical preservation and permitting and leasing of natural resources on state-owned lands are also two important duties. As Land Commissioner, I am also authorized to donate tax-delinquent land that does not sell at auction to state agencies, local governmental units and cities and towns. Some of the success stories following these donations include the Downtown Little Rock Community Development Corporation building its first green-built home on a lot I donated; the Black Community Developers of Arkansas building houses for low-income families on 16 acres in Pulaski County donated by my office; and a donation of land to the Jefferson County Development Corporation who will build quality, affordable homes.  Here again, these properties are returned to tax generating status.

Excess Proceeds

excessExcess Proceeds are funds collected through the sales of tax delinquent properties in Arkansas. These funds consist of the amount of money collected over the amount of taxes, penalties and interest due at the time of sale. These funds are held upto 5 years, by the Commissioner of State Lands, and are collectable by the original record owner of the property. If the funds are not collected during this five year period, then they are returned to the county in which the property resides.
